This was the amount that Tether loaned to Bitfinex to help them fill a hole created by the same amount, which was held by a third-party payment provider and seized by several authorities in different countries.
Long story short, Tether confirmed that they were only 74 % backed. To return things back to the way they were, Bitfinex started selling an exchange token LEO and using part of the ICO to repay Tether.
Today it is safe to say that Tether is more than 74 % backed, but less than 100 %. However, the cryptocurrency markets appear to trust Tether, traders still value Tether at 1 USD, and Tether remains one of the strongest stablecoins.
